Is the USA-Cuba Relations Hoax Almost Over?

Obviously the little island of Cuba has been used as an ongoing threat throughout the Cold War.  Knowing what we know now, plus just a tiny bit of reasoning, reveals that USA-Cuba relations have always been a hoax.
