Governor Moonbeam!

Is this an April Fool's joke? We do need water restrictions as a society because so many are so wasteful. It is just that it is the first time I have heard of water restrictions in the United States- maybe I'm missing something. April First? The State that formerly had the 'Governator'.
- Governor = 7+15+22+5+18+14+15+18 = 114
- We're in the time of the 114th Federal Congress
