Recall '38' is all over the shooting of Samuel Dubose in Cincinnati, a current mainstream media story. Let us go back to April 13, 2001 with this thought in mind.
4/13/2001 = 4+13+20+01 = 38
On this date a State of Emergency was declared for the shooting of 'Timothy Thomas'.
Timothy = 2+9+4+6+2+8+7 = 38
Thomas = 2+8+6+4+1+1 = 22/31
Timothy Thomas = 60/69
Death = 4+5+1+20+8 = 38
