Trump is clearly supposed to play the part of a joker.
It was just months ago he called Obama weak on Syria and said he would invade if there was a chemical weapons attack there. I don't think that is the right course of action, but here we are now, with this being the latest contrived news, and Trump's response is to blame Obama while saying he'll do nothing about it, because he is focused on North Korea now, the nation with the "Forever 33" world leader, 'Kim'.
Blame = 2+12+1+13+5 = 33
