I don't think the use of the word 'councilman' in this story is a coincidence, if you catch my drift.

Councilman Kenneth Stokes = 262

He represents Jackson, Mississippi.

Mississippi = 4+9+1+1+9+1+1+9+7+7+9 = 58/94
Jackson, Mississippi = 77/122

If the people in this nation rose up and fought back tomorrow against the police and the institutions of authority, we'd have the nation back by Monday.  There's a lot of us, and few of them.  Most troops wouldn't shoot their own citizens, they'd join the resistance.
