39 47 | The National Security Act of 1947

Notice the date the majority of the provisions took effect on, 9/18/1947.
  • 9/18/1947 = 9+1+8+1+9+4+7 = 39
It was the 33rd President, Harry S. Truman, who signed the Act into being.
