The person who sent the image told me they saw it in a video but didn't know too much else.

From one image I can infer that it has to do with nuclear, and the region of the nation that is Texas.

It also looks political given the red and blue map, and that November 1, 2012 was right about Presidential selection time... Obama vs Romney...
