Sometimes I think 23 is another way of expressing '33', as in two threes.

DeleteEspecially considering the ref was STARING RIGHT AT the player who batted the ball out of bounds. You would think that a professional ref studies and knows the rules of the game. Lions would have the ball at the 1 yard line if he made the correct call.
