If this officer really died, he was a blood sacrifice by the numbers. That means his own police department is likely responsible, our own government.
If there were a room of 30-100 men (police department depending on town / city), and I had all of them write down their names, I bet at least one would sum to '44', like Blake Snyder, or 'BS' for short. If they were going to ritualistically sacrifice people, this could be achieved with ritualistic practices such as "by the numbers".
