Sadly, at this day in age, many tribes are owned and operated by the federal government, who have bought the leadership of many tribes with 'casino deals'.  I don't know that this is the case with 'Burns Paiute'.

Burns = 2+3+9+5+1 = 20/29
Paiute = 7+1+9+3+2+5 = 27
Burns Paiute = 47/56

 Burns = 2+21+18+14+19 = 74
Paiute = 16+1+9+21+20+5 = 72
