The Community of Latin American and Caribbean States is comprised of 33 countries/states that are located in Mexico, Central America, South America and the Caribbean. The list is as follows courtesy of Wikipedia.

CELAC comprises 33 countries speaking five different languages:
Eighteen Spanish-speaking countries (56% of the area, 63% of the population)
One French-speaking country (0.1% of the area, 1.6% of the population)
Twelve English-speaking countries (1.3% of the area, 1.1% of the population)
Twelve countries are in South America, which accounts for 87% of the area and 68% of the population.

The Community of Latin American and Caribbean States (CELAC} was agreed two on February 23, 2010. Please notice the date 2/23, for February 23, also has the sequence of number 223, or 322 backwards. 322 is of course associated with Skull and Bones, the elite Yale Secret Society that has put men in the White House, most recently George W. Bush, the president prior Barack Hussein Obama. This reminds of the Arab League, the similar council in the Middle East, that was formed on March 22, 1945, at the end of World War II, or 3/22/1945.
This sequence of numbers stands out all the more in the case of South America because of the 33 countries/states that make up the organization. It is important to remember, that South America is also the home of Uruguay, one of the member nations. Uruguay was established by the revolutionary movement known as the "33 Orientals" and is one of eight countries in the world that has a numerology of 33.

- Tupamaro = 2+3+7+1+4+1+9+6 = 33
- Mexico = 4+5+6+9+3+6 = 33
The CELAC was finalized December 3, 2011, in Caracas, Venezuela.
