Notice the song Mr. Carter debuted July 1, 2008, the 182nd day of the year.

Notice 'Jay-Z and Lil-Wayne' sums to 182.

First, the relevance of 'Mr. Carter'.

Remember, Jay-Z is a Freemason (Wayne is too), and Roc A Fella Records launched in '96.  From Jay-Z's 27th birthday to the death of Notorious BIG, was a span of 96 days.

Notice how they also sampled the song from '97, the year BIG died and the year Roc a Fella Records blew up.  Again, John D. Rockefeller died at 97.  AGAIN, Jay-Z and Lil Wayne both have the last name 'Carter'.

Don't forget Jay-Z's debut to the masses on 'No Way Out", or NWO, the Puff Daddy album that released 115-days from the death of 'Biggie Smalls'. In that song, Jay-Z raps about the New World Order.

Now notice how 'Lil Wayne' fits in.

Notice further the song released on July 1, a date that is written 1/7 in most parts.  Now here we are in 2017, emphasis on '17, and both 'Carters' are part of Roc A Fella Records.
